The official Update 20.1.2 Release Notes (effective 5/31/2017) say:

Miscellaneous

  • Various mob ratings have been updated.

This little phrase is the understatement of the year whenever you are fighting mobs of level 106 or higher.  This shouldn't matter, since the Update 20 Release Notes (effective 3/20/2017) said:

Miscellaneous

  • You will no longer see any mobs above level 105 (until Update 21).

But of course Update 20 did not downgrade the level of all mobs to 105 or lower.  Silent Street and the Throne of the Dread Terror include mobs as high as level 108.

One of the "mob rating updates" is to use a totally different mitigation effectiveness table than what is described in your tool tips.  For example, the tool tip on your character tab shows that heavy armor classes reach their maximum mitigation (60%) at 17491 mitigation against level 105 mobs, and prior to 5/31/2017, that scaled smoothly to about 17991 against level 108 mobs.

This is no longer true as of 5/31/2017, even in tier 1 instances.  It now takes about 70100 mitigation to reach the 60% cap when fighting mobs above level 105.  I based this on testing I performed using varying amounts of physical mitigation vs. Rakothas in a tier 1 instance of the Throne of the Dread Terror.

Here is my data table I logged in Excel during testing:

Note the damage taken never drops below 41.5%, even though heavy armor is supposed to cap at 60% mitigation (target takes 40% damage).  I suspect at tier 1 mobs reduce that maximum mitigation by one half of one percent for every level they are above the target (Rakothas is level 108).

I also had Excel compute a trendline for both Damage and Percent of Damage Received.  The best fit was a third order polynomial function (R squared = .9999 for both functions).  Here are the formulas when the unmitigated damage is 131658:

x = Physical Mitigation (works only for heavy armor classes; Medium/Light will have a different formula)

y = Damage Taken

z = Percent of Damage Received

y = (-1 x 10^-10)x^3 + (2 x 10^-5)x^2 - 2.1953x + 131658

z = (-9 x 10^-16)x^3 + (2 x 10^-10)x^2 - (2 x 10^-5)x + 1

It appears SSG might be planning to do a hot fix to correct this issue rather than living with it until Update 21.  See the blue name post here:

So don't go out and start grinding mitigation essences quite yet.  Fortunately I had stashed about 40 teal tier 7 physical and tactical mitigation essences in the kinhouse chest that I used to do this testing, so if this all gets reversed the most I will be out will be a few essence reclamation scrolls (and about 10G in repair bills).

Looks like the patch is tomorrow, 6/6. They say it will fix the problem.

I confirmed the 6/6/2017 patch fixed the problem.  The way SSG fixed the problem is they reduced the level of all mobs in the Silent Street and Throne of the Dread Terror to 105, so the instances are now slightly easier than they were before 5/31/2017.

With no physical mitigation at all, Rakothas's first distributed damage attack does 119101 damage, down from 131658.  This difference appears to be due to the lowering of his level from 108 to 105.

I then equipped just enough physical mitigation (18071) to reach the maximum mitigation (60%) per my character's tooltip, and I took 47640 damage, which is almost exactly 40% of 119101.  Lastly, I overstacked physical mitigation (28830) and confirmed the damage taken did not change (still 47640).
